Prisoners have no business having sex, so their bucket-issue genitalia will serve them well enough until they get out of prison and can pay for the operation themselves.

The blood evidence is interesting and it should be noted that every cell contains DNA, which would, of course, reveal gender, but it should be noted that compared to the skeletal differences between men and women, the primary and other secondary sex characteristics are almost inconsequential.

I pretty much agree with Semper and Grady here(note this date)...but chissler has the best handle on it. Whether you see the role of prison as punishment or rehabilitation, there is no need for taxpayers to fund the sex-change process.
