First, there is no USSR, that ended nearly 20 years ago, I suppose you mean
the Russian Federation though.
Secondly if I understand you right, and this professor is suggesting using nuclear weapons
after a conventional attack, well honestly he's a blithering idiot.
If PRChina uses nukes, well lets just say it wont exist after that.
As for Taiwan, well lets see, Taiwan has a more advanced military and could successfully
hold it's own for a month or so against PRChinese military actions, apart from that by
invading PRChina would incur the wrath of not only the United States, but Australia
and Japan as well.
Most of the world hates or dislikes PRChina as it is, so it would'nt be to difficult for
multiple countries to get support to help Taiwan in such a case.
Interestingly a recent report came out that stated that if PRChina were to invade
Taiwan they would draw global condemnation.
Apart from all that you have people like me who will sacrifice themselves to make
sure Democracy and Freedom survive, and if that means killing, well let's just say I'd
take a platoon with me in such a scenario.

China attack Taiwan, aint happening.
If China were to attack Taiwan the US and most likely European embargo on Chinese goods would kill their economy in over night. And Taiwan would be
able to fight off the invasion long enough for the Chinese people that now find them selves with out a job and losing their middle class way of life
to tare the PRC apart.
Further more the government doesn’t need to say they will use nukes in case of attack, who in their right mind would launch a ground war in China?

I think the strategy is contribute heavily to the Clinton campaign, in trade for Military secrets. China didn't even know how to properly propel
rockets until we gave that secret away.
It worked in 1992 and 1996 and it looks like it is working again now for another Clinton.

yeah...they didn't know how to properly use a tech that they invented...
maybe they had problem with navigation and aerodynamics, but propulsion was never the issue
