Terrorists don't have to buy weapons off the internet. Most arms dealers don't give a toss who their guns kill, as long as they get the money. And when the Cold War ended, a lot of countries suddenly found themselves with many many weapons they had no use for, so they locked 'em up. A few well-placed bribes could go a fair way, I would think.
Also, you didn't read that thing where a couple of hundred thousand U.S. weapons went missing? If you want a gun, there is always a way to get one.
I live in a country with very tight gun controls, but if I wanted a gun I could probably have one in a week or so.

They get the weapons from Arms dealers obviously, they're out there. As long as someone has money and knows someone that knows someone anyone can have pretty much anything they want.

I cannot honestly answer the question of terrorists, but i can answer the question of Iraq. Iraqi President Saddam Hussein greeted Donald Rumsfeld, then special envoy of President Ronald Reagan, in Baghdad on December 20, 1983. The US and Iraq had a very good arms deal together. Now in 2008 the US are at war with Iraq and there soliders are getting killed by the old US weapons.
