Ahoy there, maties!
If the U.S. wont turn back to the old days of its reguarded prime (nick named the Old World Order)--If the U.S. and Federal Government wont lose their
egos so this country can become another country that stands by an unarguable constititional type word--Then it's time for launching a fleet of ships
to make up/become the first afloat nation to reside over non-territorial ocean waters.
Ahhh, the oceans provide free, plentiful sea food, water, and oil that can be processed to make useful within this kind of ship fleet when it's to
suddenly come into reality and be.
Yes, the new nation (the first "wateral" nation) will be called New Atlantis since I thought of it first.
You see, New Atlantis will only provide a new type constitution which will be stood by. Once this type N.A. Constitution is set as though in stone
there will be no Congress to this new nation since it's been noticed that new laws only made by a congress only leads to a nation's freedom's
demise. Though, there will be a new type presidential, governmental, and military authority all the ppls of New Altlantic will be of. This new nation
will respect and honor no too high ego from its own citizens which will be called freetizens (or even: sailorizens) since they left previous
citizenships to come aboard. N.A. will have it's own economy and will make certain trades with land nations. N.A. will have it's own type of money.
Other countries money can be converted over to this new type money. N.A. will provide education, training, and payable work to substain a decently
happy life onboard any of its ships. Etc. You get the drift.
By the way, by N.A.'s Constitution you wont be turned over to any land nation that may want you to come to stand trial or be executed. Now how does
that sound? Plus, imagin no laws against safe prostitution, assistant "non-faulty" suicide, and mary jane herself. Now I dont know about you, but a
nation over non-territorial ocean waters sounds grand.
Once this kind of new breed of a nation is in existence each different ship of N.A. will be as a city one can move from by way of helicoppers and/or
boats. That's right...one should be able to move ship to ship like so. The cities will be stateless, but of a new one wateral nation to ever rise not
on earth this time around, but on the very oceans. Diverse will such the new nation be. For it will consist of all ppls that wish to ditch the
governments they were previously by or under for no matter the reason(s) from around the globe. We who make up the new wateral nation will be more
free like we desire to be over the waters.
We cant move to another planet no matter how messed up these land countries are, but with common sense and effort we can live on the waters. Think of
it like this... When you cant hit the road, you can hit the water.
All along the answer to a better nation was in us. Our bodies are made up of much water. It's like a sign from within saying live out on the waters
once you advance. Well, have we not advanced to the point where we cant live on the waters in kinds of vessels?
If your current government doesn't hate freedom like certain claim, then they shouldnt have a problem with such a new nation of these likes, now
should they? Hell, they should even be for helping such a new nation come along as long as they dont interphere with it's constitution that's so
different than land countries.
^^Anyway, all that is sort of a rough draft to the N.A. Its core designed theme is to have you most free than any land nation could have you over your
own way of life and death.

- Will your currency be fully liquid, or anchored to some kind of 'gold standard'?
- How will you recover the sunk costs once your ship of state has been launched?
- How will you cope with the inevitable floating population?

See my thread addition to backing of money in the Economic board. That would be it to answer your 1st question. You could see how that could work for
the better.
To answer your 3rd question, there would just be more fleets of ships put on the waters to meet right living capacity racio per ship.
